Hyderabad: The State government on Friday issued orders for implementation of Presidential Order in procurement of manpower made through Outsourcing in the government departments.
According to a GO, the State government and the Telangana Joint Action Committee of Employees, Teachers and Workers have entered into an agreement on June 4, 2011. The fourth item in the agreement states that “the reservations provided for local candidates in Presidential Order will be followed in all the procurement of manpower made through outsourcing agencies. In the case of Secretariat, Heads of Departments, State Level Offices, the procurement of manpower through outsourcing agencies should be on Fair Share Principle and this procurement shall be monitored by a Committee.”
The instructions in this regard were previously issued for implementation of 4th item of the agreement that the reservation provided for local candidates in The Andhra Pradesh Public Employment [Organisation of Local Cadres and Regulation of Direct Recruitment] Order, 1975 (Presidential Order) shall be followed in all the procurement of manpower made through outsourcing agencies in as far as such procurement is done for Offices covered under reservations provided in the Presidential Order.
The government also directed that Fair Share Principle shall be followed strictly for procurement of manpower through outsourcing agencies in Secretariat, Offices of Heads of Departments and Offices mentioned in Para 14 (b) to 14 (e) of the Andhra Pradesh Public Employment [Organisation of Local Cadres and Regulation of Direct Recruitment] Order, 1975 (Presidential Order). This procurement shall be monitored by a Committee headed by Secretary (Services) for such appointments in Secretariat, the concerned Head of the Department/Offices falling in Para 14 (b) to (e) for such appointments made in their Offices.
These instructions shall be brought to the notice of the appointing authorities in the State by the concerned Administrative Secretary.
