Hyderabad: The Comptroller and Auditor General’s report for the year ended 31 March 2010 pointed out that bad planning and flawed contracts pertaining to the Mahatma Gandhi (Kalwakurty) Lift Irrigation Scheme has unduly benefited the contractors, without giving water to even a single acre, though the stipulated execution period was already over.
The report says that lack of proper planning and sequencing/synchronization of various activities/works under the project resulted in premature consumption of funds in non-critical activities. Abnormal delay in land acquisition, a critical activity, prolonged the gestation period and the same resulted in denial of any benefit to the targeted beneficiaries. It said that serious flaws in cost control resulted in excessive spending without any commensurate benefit. Likewise, the report also pointed out that reduction in quantities of works executed also did not result in commensurate reduction in project cost. (NSS)
