Hyderabad: In spite of delay, the State government on Friday promulgated AP Licensed Cultivators’ Ordinance-2011 which aims at brining the tenant farmers under coverage of bank loans facility, seed subsidy, input subsidy and crop insurance on par with the landlord farmers.
Disclosing this at the Media Point in the Secretariat, the Minister for Revenue, Mr N Raghuveera Reddy, said that some 26 lakh tenant farmers were deprived of bank loans, seed and input subsidies offered by the State government. The efforts of the State government to make an Act in the budget session to overcome the situation were not fruitful. As it was necessary to wait for prorogation of the Assembly to bring an Ordinance, there was some delay in promulgating the Ordinance, he said, adding that the order was issued after it was approved by the Governor.
The minister said that the government would issue Loan Eligibility Cards to the tenant farmers. The tenant farmers having Loan Eligibility Cards would be eligible for bank loans, seed subsidy, input subsidy and crop insurance coverage, he added. The Ordinance was formulated to benefit the tenant farmers simultaneously without affecting the rights of the owners on the land, he added. The validity of the Ordinance was one year from the date of issuance.
“I held a review meeting with the officials concerned today and fixed road map and rules for implementation of the Ordinance. A notification on rules of the Ordinance will be released on June 13,” he said, adding that they would also conduct a video conference on June 16 with the district Collectors, Joint Collectors and the officers concerned to discuss the rules and road map”.
Mr Raghuveera Reddy said that a training programme would be conducted from June 18 to 20 for Tahsildars, deputy Tahsildars, revenue inspectors and village revenue officers to make them aware of the rules of the Ordinance. The tenant farmers should get application forms of Loan Eligibility Cards between June 21 and 25 from VROs or SHGs and return the filled-in applications before stipulated time. Between June 26 and July 5, the deputy Tasildars will conduct Gram Sabhas and read the names of applicant tenant farmers. Objections would also be taken at the meeting and finalize the list of eligible tenant farmers for the Loan Eligibility Cards.
The Minister said that the Chief Minister would launch the distribution of Loan Eligibility Cards to the tenant farmers in any one of the districts of East Godawari, West Godavari, Krishna and Guntur, wherever the tenant farmers were more. The function would be held between July 8 and 15. The Ministers would launch the cards distribution in the districts, he added.
Asked whether the government would be the surety for the bank loans of tenant farmers, he pointed out that there was no need for surety for loan up to Rs 1 lakh. The Chief Minister will hold a video conference with the district Collectors on Saturday and give directions to the officials on implementation of the Ordinance.
