Controversial deputations by transfer cancelled

Hyderabad: The State government on Friday issued a GO canceling deputations and appointments by transfer made in contravention of Presidential Order.

According to the GO, an agreement was reached between the State government and the Telangana Joint Action Committee of Employees, Teachers and Workers on their demands on March 4, 2011. The item No. 8 in the agreement states that “All deputations/appointments by transfer made in contravention of Presidential Order shall be cancelled forthwith.”

The government has ordered that all Heads of Departments / Heads of Offices covered in Para 14(b) to 14(e) of Andhra Pradesh Public Employment [Organisation of Local Cadres and Regulation of Direct Recruitment] Order, 1975 (Presidential Order), Heads of other Organizations/Undertakings shall review the deputations / appointments made by transfer in their respective offices. In case of the Secretariat, this review shall be done by the Secretary to Government (HRM & Services), General Administration Department for appointments done under 12½ quota. The review shall be done with reference to the instructions issued in Para 2 A-1 of Circular Memo.No.97462/MC/ 2004-50, GAD, Dt. 04-10-2006. The review shall be completed within a month from the date of issue of these orders.

The following principles shall be followed for reviewing deputations: Deputations to localized posts are banned as per orders issued in Circular Memo No.9543/MC/2007-12, Gen. Admn. (MC) Dept. If deputations to a localized post is an administrative requirement due to unavoidable administrative contingency, in such cases, the deputation must be from same local cadre i.e., by a person belonging to same local cadre. In case of deputations to any organization, which is, excluded under Para 14 of the Presidential Order or G.S.R. 529 (E) under Sub-Para (8) of Para 3 of Presidential Order; the principles and instructions of Para 9 (B) of G.O.P.No.728, G.A.(SPF.A) Dept., shall apply strictly. In case such organizations are non-government organizations and non-Local Bodies like Societies, Co-operatives etc. In case of such deputations, the lending department should take care to send only local candidates on deputation to ‘Local areas’ (districts/zones, as the case may be). The deputations / appointments by transfer done in violation of the instructions shall be cancelled. The compliance report shall be sent to Ex-Officio Secretary to Govt. (G.O.610), General Administration Department by the end of July 2011 positively.
