Many Significant Aspects Of Budget Session

Hyderabad, Feb., 16(NSS): The Budget Session of the Legislative Assembly to be commenced from Thursday assumes significance in different aspects.

The first significance is that there was a conception in the minds of the people as well as in the political parties that Kiran kumar Reddy Government becomes a minority one with nearly 23 ruling party MLAs going to the side of Kadapa former MP, Mr Y S Jaganmohan Reddy. It would be a peculiar situation being faced by Kiran Kumar Reddy Government in the Assembly, as there was no clarity on the actual strength of the rebel leader.

Though the TRS lacked the required support of one third of total members i.e 30 MLAs in the house, it has decided in favour of a ‘no confidence motion’ against the Government. In addition to 11 party MLAs, the TRS required other 19 MLAs support to move the motion in the Assembly. The BJP, which had two members, had also supported the move of the TRS. The TDP has rejected the challenge of the TRS to support its no confidence motion. In this circumstance, there were very thin chances for a no-confidence motion to come up in the house.

The second significance of this session is that, for the first time in the history of the state, the Deputy Speaker of the Legislative Assembly is going to run the house for the consecutive second session. He alone conducted the winter session of the house. It was necessitated with the vacancy of Speaker post, after Kiran’s resignation to the post following his becoming Chief Minister.

It was also first time for Finance Minister, Mr Anam Ramnarayana Reddy to introduce the state budget in the Legislative Assembly on February 23 at 11 am.

The quite interesting and significant aspect is matter relating to PRP Chief Mr Chiranjeevi. Though the merger of PRP with Congress party was announced by Chiru, the process of merger and its technicalities would take one month for the official merger. Hence, the PRP will continue as second biggest opposition in the Assembly in the budget session also, and there is no change in the seating arrangement of the PRP legislators including Chiranjeevi.

According to the sources, the time for PRP would be allocated as earlier for the short discussions and opportunity would be given to Mr Chiranjeevi to speak as the leader on behalf of PRLP.

Furthermore, the BSF, which is the elite combating force, was also being utilized for security of Legislative Assembly for the budget sessions.

In addition to this, there was nerve raking curiosity in the politicians as well as in the common people, as to what shape the Telangana agitation will take with the proposed non-cooperation movement during the time of 45-days session. The TRS members were firm to stall the proceedings of the house until Telangana Statehood issue was resolved. They have also decided to obstruct the speech of the Governor, Mr E S L Narsimhan to the joint sitting of Legislative Assembly and Legislative Council on February 17.

In this scenario, it was definitely a testing time for the Deputy Speaker in ensuring smooth functioning of the house, as well as an acid test to the Chief Minister in facing the opposition. (NSS)
